MEO Launches First 4G/5G Tactical Mobile and Satellite Network to Strengthen the Resilience of Critical Communications in Portugal

MEO developed and supplied the Portuguese Army with a 4G/5G mobile tactical communications solution that enables the creation of a private, autonomous, and rapidly deployable mobile network in the field. The technology was designed to ensure the continuity of critical communications in emergency situations, disasters, power outages, or when conventional networks are unavailable.
Known as a "tactical bubble," the solution provides real-time voice, video, data, and geolocation services based on a combination of 4G and 5G mobile connectivity and Eutelsat OneWeb satellite communications, creating a communications infrastructure that is independent of conventional mobile networks.
This first tactical mobile network incorporates portable modules and a backpack, allowing it to be quickly set up and used in various operational contexts. In open terrain, it provides coverage of more than 10 kilometers, while the satellite link ensures connectivity with other facilities and command centers.

A solution for emergency situations
Although developed to meet the Army’s operational needs, the technology also has the potential to be used in civil protection and emergency response operations, particularly in situations where telecommunications infrastructure is damaged or unavailable, thereby enabling support for command structures, rescue teams, and authorities responsible for crisis management in high-stress scenarios.
According to José Pedro Nascimento, CTO of MEO, “the tactical bubble demonstrates how a mobile network can be quickly set up and deployed where conventional infrastructure is no longer available and communications are critical. By combining 4G, 5G, and satellite connectivity with our engineering and integration capabilities, we’ve been able to create a solution that keeps teams and operations centers connected even in highly demanding scenarios. It’s a concrete example of how technology can help increase the resilience of communications and security in Portugal.”
The project strengthens MEO's ability to develop and integrate communications solutions for critical environments, combining private mobile networks, satellite connectivity, and advanced communications technologies to meet various operational and communications continuity needs.
